Unfortunately I don't remember the source of these rules. I saw them once in a small booklet and copied them, because I thought that Hall's rules were excellent for too receptive Neptunians. Manly P. Hall is a Neptunian too (Ascendant, Sun, Mercury and Venus in Pisces, Sun-Neptune square).
